Most of the buffs do seem to have gone to spec-specific traits (Archive of the Titans being the only exception), although a counter point would be that a few spec-specific traits have been nerfed as well. However, the suspiciously large buff to Feeding Frenzy does seems to support your theory/suspicion that Blizzard are attempting to make the spec-specific traits the most optimal traits for each spec, and the generic traits less optimal (which is further supported by the nerfs to Thunderous Blast and Laser Matrix). In other words, Primal Instincts could have the extra charge of Barbed Shot removed and it would still be the top trait for BM hunters, which implies that the Mastery component of Primal Instincts is overtuned right now. This is evidenced by the fact that gaining Primal Instincts a second time (which does not grant an extra charge, and thus the only charge is an increase in the Mastery given) still results in a DPS increase that's larger than the DPS increase of the next best traits (prenerf Thunderous Blast and Laser Matrix). The vast majority of Primal Instinct's DPS increase is due to the bonus Mastery that it grants (about 85% of the DPS increase is due to the Mastery, while the Barbed Shot charge accounts for the remaining 15%).
It's what they want *all* traits to be like if they can (as evidenced by feeding frenzy being buffed to be on-par for single target and alter your playstyle somewhat due to longer frenzy).Primal Instincts can be nerfed without removing its uniqueness/rotation altering by just lowering the amount of Mastery it gives. Primal Instinct is one of their very few "success stories"-traits It modifies your rotation, it alters your resource income, and it's tuned to be good for both single target and AOE.
